Geddes said. Moreover, it is beyond question that

practically every American college or school in China

is the centre of anti-British influence. This is

due largely to the fact that the teachers at these

institutions are almost entirely recruited from the

lower middle classes of the United States. It is

among these classes that the habit of critising

adversely the British and all their works, a habit

which is an almost permanent factor in Anglo-American

relations, is most prevalent.

7. His Majesty's Government has now a unique

opportunity of enabling the Hong Kong University, the

only British University in the Far East, to increase

its activities and to enlarge its student roll, such

action taken at this juncture will help those Chinese

and they are many

who still trust us and are looking

in increasing numbers to this Colony, not only as a

safe refuge, but also as the one place where their sons and daughters can be educated in peace and upon sane and sound principles. By this same act of generosity, His

Majesty's Government can proclaim to China and the world,

their unwavering confidence in British educational methods

and ideals and their determination to leave undone

nothing which is calculated to contribute to the

reconstruction of China.
